The Information Technology, Electronics, and Communication Department of Andhra Pradesh on November 30, 2025, issued the Operating Guidelines for Implementation of the Andhra Pradesh Quantum Computing Policy (2025- 30).
The following has been stated, namely: -
• It aims at positioning the State as a global hub for quantum research, innovation, and manufacturing. The policy establishes institutional mechanisms through an Apex Committee and an Expert Committee for the oversight, evaluation, and approval of incentives, with the Andhra Pradesh Economic Development Board serving as the nodal agency.
• The guidelines detail eligibility, approval, and claim procedures for startups, academic institutions, hardware & component manufacturers, quantum application developers, and high-performance computing (HPC) units.
• Incentives include startup grants, seed funding, rental subsidy, patent filing reimbursement, capital and power subsidies, SGST reimbursement, stamp duty relief, talent acquisition support, and tailor-made incentive packages for large or strategic projects.
• A structured process is prescribed for project approval, inspection, fund disbursement, recovery of incentives, and compliance, ensuring transparency and accountability. Incentives are disbursed through an online portal, subject to performance, timelines, and verification, with provisions for recovery in cases of misrepresentation or non-compliance.
